[PD] multi-language help patches

Sorry, I didn`t know it lived in the past, never use it.
Could we use wikipedia for that and somehow guarantee longevity, ease of use for the community, and multilingual html help files?

well, given that pdpedia died a couple of years ago, the "yet" is
slightly euphemistic.
