[PD] pd-0.46-7 midi(usb) bug on Win7, however it fixed in 0.47-test

I'm using Korg nanokontrol2. It works like charm on mac and linux, but it
shows strange behavior only on Windows7. However it fiexed in 0.47-test. I
don't know what's the problem.
