[PD] Linux Global folder for externals

it's silly, cause that link mentions you only have to create for Mac OS,
that makes you believe you don't need to do it for the others. But I see
you also need to create it for windows...

Anyway, I'm working on updating that link, as I mentioned before... the
windows part is also outdated
