[PD] missing MSVCR71.DLL on Win10, Gem can't load library

Hi Pd folks,

There is a bug that can not load Gem. This is caused by missing
MSVCR71.DLL.

I do not know whether this is Pd side or Win10 side.

Pd-0.47-1
Gem-0.93.3
Windows 10 x64

Workaround is:

1) find the file
CMD > dir msvcr71.dll /s /p

2) copy the file to the location
Copy msvcr71.dll to C:\Windows\System Folder

3) Reinstall Gem and restart Pd
