you did not exactly get the purpose of the instrument…

it “misuses” the 16 channels to get different tunings and uses the midi protocol to send them. of course it only sends integers. but each channel means something else tuning wise. (or so i guess, i never played that instrument)
of course the tuning can be anything you want for each channel, but for it to work as intended you should tune each channel to a specific scale.

another option would be, as the op suggested to merge all those channels into one and use decimal fractions to get the microtonal tuning.
