[PD] [PD-announce] 1st Beta release of "ELSE" Library

I think of it as being "ELSE" officially, but it made the folder as "else",
cause it seems to be the best or correct way of doing it. I guess I'll just
have the meta as "else-meta.pd" then, thanks
