[PD] Win10: pix_image does not find files in folders with Umlaut

umlauts should be accepted by Pd just fine.
since a long time ago (approx. Pd-0.42).

(however, Gem uses a lot of libraries to do the actual opening. in
peter's case that would be QuickTime.
it could well be, that these have problems with umlauts (or Gem has
problems communicating the umlauts to these libraries)).
