Definitely. I'd say it is already being advocated since recent versions
of the Deken upload tool nag you to prepare a source package. I assume
many packages have been uploaded before there was the infrastructure in
place to upload source packages.  Hopefully, more and more packages
will have sources while they're being upgraded.
