[PD] [PD-announce] Cyclone 0.3 "Release Candidate 1" is out!

thanks :) [zl] only needed 14 new modes, guess that was the biggest update.

here's the total aftermath by the way:

   - 61 updated objects
   - 65 fixed objects
   - 40 new objects
   - Newly written documentation

phew...
