[PD] new iemlib error on XP

hi,

the InitOnceExecuteOnce function is not available on Windows XP (see https://docs.microsoft.com/de-de/windows/desktop/api/synchapi/nf-synchapi-initonceexecuteonce). I don't know why/where it gets called, it doesn't appear in the source of iemlib and Pd. I would suggest you try to compile it from source on your XP machine.
