[PD] raw mouse

yep, i need the delta.
mouse sits on something like a turntable or jog-wheel and i want direction and turning speed to control the playback position in a file..

MouseState stops to spill out values as soon as one reaches the end of the screen or window - if i am not missing something.

if i try 
sudo apt-get install pd-hid
i get
E: Unable to locate package pd-hid
