[PD] Zexy for windows 10 and pd 64 bits

No, unless you can run Pd or a terminal on your phone ;-)

Just get a temporary internet connection for your computer (you can open 
a hotspot on your mobile phone) or use another computer to download the 
libraries.

Note that your problem is not specific to Pd, you will run into this 
issue when trying to get plugins for *any* program without having an 
internet connection.
