[PD] error opening audio: Internal PortAudio error

This is already a PR which updates the entitlements for a related problem:

Miller / IOhannes, I'm thinking of merging this into the develop branch for Pd 0.51-3 as it would help solve this "sometimes the security dialog shows sometimes not" issue on macSO 10.15+. It's another one of those little paper cuts...
