[PD] samplerate mess when using JACK

Hi

I would like to draw attention to this issue:

It can have serious side effects, like wrong pitches, wrong timing,
mismatch between audio streams sent over network (an issue which
disguises itself as very jittery connection) and probably other
problems.

Since I mostly run Pd from command line, the problem never occurred to
me, but I got reports from people who were trying to set samplerate
through the dialog.
