Here's a quick hack for blackbox-users: 

$ cd blackbox-0.61.1/
$ perl -pi.bak -e 's/Mod1/Mod4/g' src/Window.cc
$ make install

Now blackbox uses Meta_L instead of Alt_L for quick
moving/raising/resizing.
