On the off chance I could return this card, do you have a suggestion of an
equal in/out (for portaudio's quirks), 24bit, 96khz, USB card for $160 or
less?

Oh, that's an easy one: the Quattro doesn't have a mixer. There is no way at
all to change the volume through mixer software, you have to use some kind
of software volume control like [*~ 0.6]---[dac~]
