Wow - this is now too complicated for me ... :)

What do you mean with "your local folder" ? The members home folder ?
Then it's like now (excpet the post of the front page) and then I think 
we will discourage people from making content, restructuring a page ...

E.g. I just tried to make a page for project-ideas for google summer of 
code and have no rights for it - and I don't think that this should go 
into my member folder ...
