[Pdweb] new home for apt.puredata.info packages

One thing that has not found a new home from the PdLab is the
apt.puredata.info package repo.  This is something that I think makes
sense to host on puredata.info:

- its currently 1gig of static files
- it is only manually uploaded files
- it is something that should stay around a long time since it has old
releases

IOhannes, think we can set this up on puredata.info?
