[PD-dev] Windows makefiles not in CVS

So I am working on putting together a new Windows installer and I 
noticed that a couple Windows makefile are missing.  For example, zexy, 
cyclone, and toxy have .dlls on the net, but no Windows Makefiles in 
CVS (as far as I could tell).  It would be great if those Makefiles 
were in the CVS, so that the installer builder can compile fresh 
versions, and I don't have to hunt down binaries...
