[PD] if within a range of numbers then true

time out. I was having a momentary lapse of normal thought patterns. I had
the right Idea but was doing it backwards. i couldn't wrap my t-rex sized
brain around why my <= & >= operation wasn't working. now I did it correcty
and It is working.

sorry to fill the list with noise.
