well, i would propose to
1) exactly read, what the message says
2) exactly do, what the message tells you to do.
open the GEM_INSTALL.bat file with your favourite text-editor end edit it:
there ought to be a PDPATH-declaration somewhere at the top of that file which
you have to adapt to your system.

and make sure, that you download the gem-bin-0.90.1.zip too: this has an
important bug-fix for windos.
