[PD-dev] cleaning up the autoconf script

If you layout the basic framework for a clean autoconf configure, then
it'll be easy to include the part for MacOS X, mingw/cygwin, or
whatever else. I'll do the MacOS X when I find the time... but anyone
else can jump in if they want... anyone? anyone? ;)
