[PD-dev] path & startup dialog not loading preferences

I'm assuming the current sys_searchpath value can be parsed when opening the dialog. I'll try that.

Is there a message to the GUI that the preferences have been updated? We could use that to refresh any of the dialogs that are visible. If not, we can get that from the menu button click.

In the case of the path dialog, pdtk_path_dialog sends the checkbox values but not sys_searchpath, whitch itself doesn't seem to be set in the GUI by the core anywhere.
