[PD] [openpanel] broken in 0.35test14 on win2k

Hey guys,

so far my experience with 0.35test14 has been really great.  I just
noticed that in a simple patch the [openpanel] does not work.

[bang]-->[openpanel]  	does nothing but
[bang]-->[savepanel] 	works

Both my brother and I see it on our machines, both running on Win2k
