[PD] [openpanel] broken in 0.35test14 on win2k

Miller, 

I assume that you maintain this object along with the rest of the core of
PD.  have you seen this bug yet?  i can't help with tcl/tk at all, but is
there any way i can help you gather info about this bug to get it fixed?
