[PD] [openpanel] broken in 0.35test14 on win2k

Oops, should have looked at that yesterday but got buried.

In u_main.tk, add a new line 2449, "global pd_nt", to read:

proc pdtk_openpanel {target} {
    global pd_opendir
    global pd_nt
    if {$pd_nt == 2} {
	...

I'll fix in the upcoming release I was hoping to get out last night...
