[PD] experimental windows port of cyclone

hi all,

I have just added the stand-alones to the cyclone.zip (causing
its size to grow from 84kb to 1.2Mb).

It is now in sync with the linux version, but it is impossible
for me to maintain it that way.  So, for anybody with vc on board,
there are, included in the cyclone.zip:

. a 'makefile' file, and
. a 'sources' file (!included in the 'makefile'), listing all the
class source files currently to be found in the source snapshot.

Adjust the paths (also, you would probably want to comment out
info-zip invocation), and run nmake.

Future source snapshots will include these two files as well
(in a 'ViCious' subdirectory).
