[PD] PD-announce list

  I had a thought about the PD-announce list.  I am a big fan of 
announce lists since you can keep track of a project without having to 
get a lot of email.  But the pd-announce list seems to accept posts 
from anyone, so it makes it a higher volume list when people post 
replies, and also allows spam to be posted to it.  I think we should 
restrict posting access to the pd-announce list and maybe at a 
Reply-To: pd-list to pd-announce emails.  What do y'all think?
