[PD] maximum value in a block

hi Ben,

so... I have added peakamp~ to the cyclone, which reports the
maximum absolute value of an input signal.  In order to make it
working blockwise, give it a positive argument <= blocksize in ms.

I will upload the Windows .dll as soon, as I can get hold of my
only machine with Windows installed (not today, at least...)
