Which server are you using? Looks like trying to connect to latest 
Icecast2 with wrong (i.e. JRoar) server type setting in oggcast~. Try 
sending oggcast~ a message 'server 1'. - Or maybe they changed the login 
scheme for Icecast2 again, haven't checked for at least 6 weeks.... ;-)
