no, this is the normal behaviour.
[route] strips the selected argument and outputs the "rest".
if you send "1" to [route] and this is stripped, the rest is "" (an 
empty list), which should be a bang but is not (yet).
this has been discussed some weeks ago;
i think this will be fixed in future releases (that is: "" == bang)
