This is a bug of the 0.38, use 0.39 or manually edit the entries in 
Windows' registry.

Make sure you use the correct name - pd is case sensitive. Maybe you 
want to try a startup command like:

pd -lib MY_GEM_DIRECTORY\Gem

This works for me.

I'm not really sure, but I think .pdrc is for OSX only. On Windows all 
settings are saved in the registry.
