[PD] Where can I get apctl?

Hi all.
I have tried many times recently to download apctl from 
http://test.pilot.fm/pd/externs/ with little success.

I also found posts in the archive about apctl possibly being put into 
CVS, something which doesn't seem to have happened.

So does anybody know where I can download a copy of apctl?
