the good thing about german umlauts is, that you can write them in their 
alternative forms: ä == ae

apart from that, i think that there is a distinction between i18n 
(translating the software) and allowing non-ascii characters.

UTF-8 would be nice (if it worked!)

PS: might be that i am mixing up names like "i18n" and the like, but i
