[PD] compile pd on ubuntu 5.10

You can set the language for just one command line by overwriting the
$LANG environment variable: 

$ LANG=en_US make all
make: *** No targets specified and no makefile found.  Stop.

$ LANG=de_DE make
make: *** Keine Targets angegeben und keine »make«-Steuerdatei
gefunden.  Schluss.
