Yes, after soundfiler has finished loading, send a message "normalize 1" 
to the table(s) you loaded into.

This is not physically possible, as it would require knowledge of the 
future.

You might want to look into "dynamic range compression and limiting" if 
you have widely-ranging live input that you want to control.
