[PD] change samplerate locally

actually, i just checked and that method i suggested before doesn't work at
all.  it's the same as the [phasor~ 28000] - [samphold~] effect.



martin, i missed this part of your mail before:

i just tried that, and i guess what i need must be the aliasing artifacts.
