[PD] Pd-extended on Windows now has localization support

Sorry, I messed up a commit last night, so the build failed.  That's
fixed now, so tomorrow's build (2012-01-07) will include the fix that
will load the Japanese translation automatically.

In the mean time, you can test it in cmd.exe by running this:

set LANG=ja
"%ProgramFiles%\pd\bin\pd"

  or on a 64-bit system, this:

set LANG=ja
"%ProgramFiles(x86)%\pd\bin\pd"
