[PD] Pd-extended on Windows now has localization support

Hi Hans,

I see and look forward next update.

At the moment, I test this and see Japanese menu is working on Windows8.
However, I find some parts are strange indications not as same as
English Windows menu does.
I do a quick report.

-Under the "Put" menu, indication of "Array" is swapped with "(use
arrow keys for history)" in Japanese. If I click it, it works fine.
(also on Mac OSX Japanese)
-In Pd Window, indication of "Log:" is swapped with "Draw as:".  (also
on Mac OSX Japanese)

Compared with Version 20121211, these have been changed through the
updating. I guess some confusions were happened at any points.
