[PD] Pd-extended on Windows now has localization support

Hey Sei,

I just double-checked in transifex, it seems that they are switched there.  If
you make updates in transifex to fix anything, I'll make sure those updates
get included.  Right now the only thing left is to finalize the translations.

I checked the differences and made any obvious corrections, I think I found
all the glitches.  Here's the list of what I corrected:
