[PD] iemlib from synaptic is missing filter~ and others like iem_cot4~

i've just noticed that you were a bit more specific in the subject-line
(which i skipped reading after the first 3 words)

anyhow, i still cannot reproduce the problem:

- start Pd
- load iemlib1, e.g. by creating an [iemlib1] object
- create a [filter~] object
  - works (but it complains about missing arguments, which is to be
expected)
- create [iem_cot4~] object


of course this is on Debian with pd-iemlib_1.20.1-1.
i would be very surprised if it was different on ubuntustudio.
