[PD] [PD-announce] pd 0.47-0test2 released

OK... I beleive I've fixed this.

I still wonder wht the problem popped up only for 0.47 as I don't know of
anything about permissions that changed since 0.46.  But in a closed-source
OS some things are just unknowable.
