[PD] Availability of ELSE v.1.0-0_rc8 external for Raspberry Pi 400 (ARM)

looking back, I think I missed ELSE rc7 for Pis because of the new plaits~
object which I also needed help with...

so now I need help with both plaits~ and sfz~ :)
