[PD-ot] graph tablet recommendation

hi.
since i am a complete noob with regards to graph-tablets, i would be
thankful if somebody could answer this:
do modern graph-tablets work with any stylus (read: normal pen,
finger,...) or do i need a special one?
i know that the stylus usually is the sensor for pressure, whereas the
tablet is the x/y sensors.
i only need x/y information, pressure is not necessary.
the idea is, that people can draw simultaneously in the analog (on paper
with their usual tools (pencil,...)) and in the digital (e.g.
graphtablet below the paper) world.
they are used to draw in the analog world, and should not be forced to
adapt new technolgies.
any ideas? for small budgets???
