Summary: getFramerate method in GemMan needed for VideoIO

Initial Comment:
To get last years google summer of code project, the videoIO framework, finally working as a Gem external I need the getFramerate method in GemMan.

This was already discussed on the mailinglist last year, however, nobody commited it so far.

The code is in the videoIO branch in the files:
GemMan.h: line 128
GemMan.cpp: line 1506 - 1509

It would be nice if that could be integrated in main gem, then the videoIO framework would be useable as an external to GEM !
