Updated Xcode and the Command Line Tools.

configure: error: GL (headers) not found! you need openGL!!!
after make:
ar: internal ranlib command failed
make[3]: *** [libGem.la] Error 1
make[2]: *** [all-recursive] Error 1
make[1]: *** [all] Error 2
make: *** [all-recursive] Error 1

What am I missing?
