[PD-dev] configuration : .pdrc, preference dialog... s-lang

It now uses more platform-native methods of storing the preferences:  
a .plist on Mac OS X, the registry in Windows, and a .pd-settings  
file for everything else.  I think the idea is to make it more  
platform-native.
