[PD] flext for win

Hi Frank,
for the Windows platform the free Cygwin and Borland compilers are
supported.
I don't recommend Borland since the make file format is primitive and it
doesn't support threading either.
A recent cygwin package should do it just well.
Concerning the cygwin1.dll thing.... i also don't know if there are static
libraries to link against for standalone externals.
