[PD] PD 0.38 test 4 released

Hi James,

So I can just "set tk::mac::useCGDrawing 1" in tcl/tk to turn it on?
Sweet... I'll try it.

Also, I'll update teh release procedure to get rid of object files and
strip the binaries - this saves about a megabyte in the tarball, so
it's well worth doing.
