[PD] Pd-0.38.4-extendedRC4 for Windows and Mac OS X

I'm still using pyext 0.2.1pre

but I've always used it with Gem and never had a problem, on linux and 
OSX. Thomas knows I've had other issues though.

gem CVS, 0.38-4 and pyext 0.2.1pre seem to work together fine...

I added pyext to Hans's installer for pixelTANGO and my binary works 
fine in there too...
